Born and raised in Abbeville, Louisiana. Attended Mt. Carmel Elementary, then Immaculata Minor Seminary in Lafayette. College B.A. in Psychology from St. Joseph Seminary College, St. Benedict, La. Graduate Theological studies at the Catholic University of Louvain, Belgium (M.A. Theology).
Ordained a priest on August 7, 1981 in St. Mary Magdalen Church, Abbeville, La. First assignment was as Associate Pastor of St. Genevieve Church, Lafayette. Named Director of Vocations in 1983 and Director of Seminarians in 1984. Lived in residence at Our Lady of Wisdom Church on USL campus, then St. Pius X Church, Lafayette.
Appointed Pastor of St. Joseph Church, Milton in October 1987, where he served for nearly ten years. Appointed Pastor of St. Michael Church, Crowley for a period of six years, before being named Pastor of Sacred Heart of Jesus, Broussard in October 2002. During that time he oversaw the rapid growth of this suburban Catholic community, from a parish with 1400 families to a current level of 2900 families. He has directed the improvement of numerous facilities: Church Narthex, Administrative Office Building, Parish Life Center, Cemetery improvements, Mausoleum construction, new parking lots, educational addition to St. Cecilia School, rectory renovation. The spiritual life has also grown, through the outreach of the Stewardship Awareness Committee and the Social Justice outreach to the poor and needy, both locally and internationally.
Fr. Richard is the Chancellor of St. Thomas More Catholic High School (Lafayette) and also St. Cecilia School (Broussard), responsible for the management and overall direction of both institutions. He is a charter member and founder of Hospice of Acadiana, Inc., the first fully licensed Hospice program in Louisiana. He serves as Chaplain for Acadian Ambulance Service, Inc. and has been involved in numerous other civic organizations.
